The Rapidly Expanding 10 Mega Projects By: Tauhidul Islam Apu


The rapid development is going on with the development of 10 mega projects including the Padma Multipurpose Bridge and the construction of one hundred “Economic Zones”

If all well, then the peoples of the country will get the benefits of these projects during the government’s tenure. Not only has this, but the ten-mega Project will also play an important role in creating a foundation for maintaining higher growth in the future, the government official said. They said that the speed at which the projects are going on in progress, it is expected that the projects will be completed within the time. The information on the ministry of finance has been reported in the last 10 years.

According to the report, the government’s ten mega projects are:

  1. Padma Multipurpose Bridge project
  2. Metro Rail Project
  3. Padma bridge Rail Link project
  4. Construction of rail line from Cox’s Bazar and Ramu to Ghumdhumu via Ramu to Random
  5. Construction of Ruppur Nuclear Power Plant
  6. Matarbari Coal Power Plant Project
  7. LNG terminal construction Project
  8. Coal-based Rampal Thermal Power Plant Construction Project
  9. Piara Plot Construction Project

10 Sonadia Deep Seaport Construction Project

In the last 10 years, The Ministry of Finance has said that the work of establishing 100 Economic Zones (EPZs) in 30 thousand hectares of land is going on outside this ten mega project. In 2010, the program started with the formation of “Bangladesh Economic Zone Act”.

If the government expectations, economic Zones (EPZ’S) are created, then equivalent to $40 billion export earnings will be possible. At the same time, 100 million people will be employed in these 100 economic areas.

According to the sources, the implementation of the Padma Multipurpose Bridge project will reduce the distance and time of communication between Dhaka and Dhaka in the southwestern country. The country’s gross domestic product (GDP) will increase an estimated one percent. A total of 28 thousand 793 million taka this project of expenditure is being fully implemented in its own fund. The expenditure on the various project of this project was Tk 16795 Crore till June 30, 20113 was 58.33 percent of the total expenditure. Recently, the prime minister asked the concerned to finish the project by December 31, 2019. Already the work of installing six spans in the total 42 spans in the bridge has been completed. Through this is the bridge of 900 meters is visible.  According to the report, the country’s public transport will be expanded after completion of implementation of the 20.6 kilometers long railway-6 from Uttara Faiz3 to Bangladesh Bank. Work of JICA financing project will cost Tk 565 Crore till June 30, 2018, which is 23.3 percent of the total expenditure.

It is learned that the rail link between the capitals Dhaka will be established in the southwestern country by rail linking the Padma Bridge. The project is being implemented with financial support from China. Till the beginning of June 30, 2018, the cost of Tk 973 crore will be spent this is 23.12 percent of the total expenditure. Prime Minister Sheikh Hasina inaugurated the construction work of the railway from Dhaka the last year of October 13, via Padma Bridge to Jessore. Under the project “construction of Padma Setu rail link”, the first phase will be connected to the broken station between Mawa and Padmashera via Jajira, Shibchar, Bhanga Junction. It will connect Dhaka, Narayanganj,

Munshiganj, Shariatpur, Madaripur, Faridpur, Gopalganj, Narail and Jessore districts. In China, the Chinese government designed designated contractor, China Railway group is working on this project. In order to implement the project, the agreement with Chinese Exim Bank was signed with a credit of 2667.94 million US dollars. The caretaker government approved the project on 20 August 2007. After the Awami League assumed power, the railway decided to connect the Padma Bridge. In January 2011, the proposed proposal of Padma Bridge was approved on 11th January. Accordingly, the design of construction of the two-lane railway along the road and railways was finalized.

Construction from the capital to the Padma Bridge can take up to 2022. The construction of the railway will require a total of 365decimal 10 hectares of land. It has 273 hectares of private land and 92 hectares of roads and highways department (SAUJ). Under the project Buriganga, Shitalaksha  4 big and 56small railways will be constructed. So far11 percent of project work progressed. The project cost of the Padma Bridge rail project approved in 2015 was Tk 34898.86 crore. China’s debt was about 24 thousand 749 million taka. The government of Bangladesh was meant to provide Tk 10.23 crore. After the development project plan (DPP), the ministry of railways proposed to increase the project cost by Tk 5000 crore to Tk 40 thousand and 80 crores 44 lakh. Railway Secretary Mofazzel Hossain said, there is no uncertainty in the project. Hopefully, the project will be completed in due course. According to the source, rail connectivity with Cox’s Bazar and Ramu to ghumdhumu via Ramu from Dohajari will increase if the railway link with Cox’s Bazar is increased. This project will connect with the Trans-Asian railway Corridor. According to ADB’s financial assistance, the total expenditure up to June 30, 2018, of the project was Tk 3420 crore. This is 17.50 percent of total expenditure.

Although the complexity of land acquisition has remained flat in the face of the problem, it is still going on to do the work of establishing Cox’s Bazar and Ghumdhum railway lines in Chittagong. In the meantime, 247 acres of land has been acquired for 1335 acres of land. This connection, which is included in the Trans-Asian rail, will go to Bangladesh via Myanmar. According to the new proposal, this railway will be commissioned by 2020.

Mohammad Mafizur Rahman, director of Dohazari- Ghumdhum railway line project said that various project including the construction of roads and bridges on this railway track is being prioritized. Meanwhile, land acquisition in different upazilas of Chittagong- Cox’s Bazar ended. Many works including construction of railway roads are visible. Besides, there is an oyster shape railway station in Cox’s Bazar Headquarters. So far, 36 acres of land has given a contract to 37 acres of land in Chittagong. Only two hundred 10 acres of land in Cox’s Bazaar has been explained.







Cox’s Bazar District Commissioner Mohammad Kamal Hossain said, “Hopefully, I can explain the work very quickly. The government of Bangladesh will provide 6 thousand crore taka for this project and the rest will be provided by Asia Development Bank (ADB) for setting up 100 Kilometer new railway line. The government believes that the establishment of Rooppur Nuclear Power Plant (2nd Phase) will work as a major source of power generation. Russia is providing financial and technical assistance to the project. Till June 30, 2018, the cost of the project is 10635 crore which is 9.40 percent of the total expenditure. Steps were taken to implement the power plant on 21 May 2010. An agreement on the peaceful use of nuclear energy between Bangladesh and the Russian Federation is signed to Moscow.

Later on 25 December 2015, the government signed an agreement with Russia’s Institute for Import Export building two thousand four hundred megawatt power-producing nuclear power plants in Ruppur, Pabna. The first unit of the power plant has been set in 2023 and second unit 204 in October. The power plant will produce electricity for 60 years. It is known that in keeping with the accidents of the nuclear power plant in the world, Russia has modernized its latest model. So, the Roopur project is being implemented to ensure maximum security. Bangladesh’s first nuclear power plant in Rooppur 30 November 2017. Prime minister Sheikh Hasina formally inaugurated the original construction work of the country’s first nuclear plant at Rooppur in Ishwardi Upazilla of

Pabna District in Bangladesh. It is said that the power will be produced 2400 megawatt of electricity from two units. In 1997- 2000, the chairman of the Bangladesh Atomic Energy Commission MA Wazed Miah took the initiative to implement the 600-megawatt capacity Roopur Nuclear power project, 2009. Initiatives for the development of basic work and nuclear infrastructure for the construction of nuclear power plants are started and State Atomic Energy Commission and the Russian Federation (ROSATOM). In this, the memorandum of understanding on “peaceful use of Nuclear Energy” was signed.

In 2010, the Government of Bangladesh and the Russian Federation signed the framework agreement between the governments. In November the decision was taken in the national parliament for the construction of Rooppur Nuclear power plant. In October 2013, Prime Minister Sheikh Hasina formally inaugurated the first phase of the construction of Rooppur Nuclear Power Plant.

In 2016, the State Credit Agreement has been signed between the Government of Bangladesh and the Government of Russia for performing the main level of Rooppur Nuclear Power Project. The total expenditure on the contract signed for two units of 2400 MW has been estimated at $1565 billion US dollars. Out of this already spent 550 million (55 million) dollars. It will be adding 1 billion 320 million dollars. According to the Ministry of Finance report, a huge amount of coal-based electricity will come from Mohakhali’s Matarbari Ultra Super critical fire power project in Cox’s Bazar. The project is being implemented with JICA Funding. Till June 30, 2018, the expenditure on various sectors has been Tk 4.9 billion which is 16.35 percent of the total expenditure.

Construction of 1200 MW power coal-based power plant at Matarbari started in January 2017. Coal-based power plants will be built in Ultra Super Critical Technology. Approximately 148 percent of the work related to the construction of roads, construction of townships and construction project has already been completed. In the Matarbari Union, the cost of construction of this power plant on 11414acres of land has been estimated to be Tk 35984 crore 45 lakhs. Among them, loan assistance from the Japanese government has been found to be 28939 crores three lakhs Taka. The Government has provided Tk 745.42 crore for the government. The government is hopeful of supplying this power of the national grid after completion of construction by 2023. Under the priority of the government, the 10 projects that are implemented in the implementation of the project only after Ruppur Nuclear power plant is the project of Matarbari. It may be mentioned that in August 2015, the government approved a project of Tk 36 million for the construction of power plant in Matarbari. But under the tender process, the process of tendering was postponed due to the killing of 17 foreigners, including Japanese Engineer in Holi Artisan attack in Gulshan in July next year. Later, on July 27 last year, the state-owned coal power generation company Bangladesh Limited (CPGCBL) signed an agreement with Japanese Consortium Sumitomo Corporation, Toshiba Corporation and IHI Corporation to implement the project.

According to sources, the construction of a floating storage and re-gasification unit (FSRU) in Moheskhali in Cox’s Bazar has already been completed under the project of construction of LNG Terminal. There is further work to establish an FSRU. The natural sources of gas are increasingly shrinking. As a result, this project is a significant addition to ensure energy security. After the formation of the Grand Alliance government in 2009, the first planned to build a deep seaport in Sonadia. Consultant companies in Japan also conduct feasibility studies at that time. According to a consultancy firm Pacific Consultation International, the entire project of Sonadia requires 30 years to finish. The government is considering the feasibility study again due to its old study. According to sources, the Rampal thermal power project, implemented by India’s financial and technical assistance will serve as an important source of coal-based power generation. The estimated cost of construction of the latest Sonadia Deep Seaport is 50 thousand crore taka. Efforts are in the process of finding development partners or donor agencies to implement the project through G-2G. there was the talk of a Memorandum of understanding with China to build a deep sea port in Sonadia but it did not happen at the last moment. The project after being filmed by a type of file although the government has not canceled the project. Former Finance Minister Abul Maal Abdul Muhith has mentioned in his budget speech that the Sonadia Deep Seaport construction project has been kept on fast track.

When Abdus Samad asked about the ministry of shipping industry said a study is going on to build Sonadia deep seaport. Sonadia also has a decision to build the port. Bangladesh Economic Zone Authority (BEPZA) will make a project related to tourism. They will have to study of the project, then Sonadia issue. But the decision to build Sonadia Deep seaport was decided. Ten large projects of growth were identified as the mega projects and brought to the prime minister’s special surveillance several years ago. In order to monitor and the implementation activities of these projects, the “fast Track project monitoring committee’ was formed in 2013 by the Prime Minister. The Finance minister said in his budget speech on June 7 last year that the Sonadia Deep Seaport project is still in the list of 10 projects.

In August 2010 a cell called “Deep Seaport Cell” was inaugurated to build deep Seaport. According to a cell under the ministry of shipping, consultation international survey, the construction of the port will be completed in three phases.

In January 2011 there was a plan to complete the first phase by 2016 in the construction work.
